Question 4a: In the quran it is mentioned that nasha is haram but consuming alcohol is not mentioned so if we consume alcohol in a limit where we do not get nasha is  it allowed and also in some medicines alcohol is used.
Question 4b: In perfume and after shave also alcohol is there can we use these
perfumes and after shave lotions ?

 Khamr is something which intoxicates the mind. Khumr & khimar (which have same origin)is the clothe used by women to cover their head & face. So, one can say that Alcohol (& all the other intoxicating substances, narcotics & drugs)specifically have not been mentioned, but whatever intoxicates the mind is forbidden. Since one can get intoxicated by alcohol, so alcohol is forbidden ( haram) as well. The ruling is, if a large amount can cause intoxication, the small amount is forbidden as well, even if it does not cause intoxication. The west is going through this dilemma. Drink driving is a great problem, leading to lots of traffic accidents. A safe amount of alcohol has been prescribed, but unfortunately, when they start drinking , at least some can not stop at the limit & end up in the mortuary. The second problem is if a small amount is allowed, it may not be intoxicating to a chronic alcoholic , but may be for a beginner. So, in Islam it is totally haram ( forbidden).The prophet sallallahu alaihi wa sallam never drank any kind of intoxicating drink ( even before prophethood). Drinkers were punished in the era of companions. Scholars have agreed on this.

When alcohol is used for other purposes, where it is not drunk, there are differences of opinion. Some allow it , and others say that since it is a forbidden substance, it should not be used unless essential. In the medicine it is used as a dissolvent. The majority agrees that unless there is an alternative , the medicine in which alcohol has been used as dissolvent can be used. But alcohol itself can not be used for medicinal purposes, although narcotics have been allowed to be used for therapeutics. There is simply one rule. If it is essential to save the life of a human being, then it can be used. (The law of Izterar.)
